Growth of a Strong Government

Queen Elizabeth I, and James held the titles that defined them as monarchs of England as well as supreme governors of the Church of England. The State, as a monarchy is ordained by God its structure is hierarchial. The local government was a Common law that was not hostile to the monarchy but complementary and the working of both systems relied in the hands of well trained people known as the common lawyers at the Inns of the Court.
